DLL File - Xinput1_3.dll was not found, then select CREATE, then save and it is done.
6. Now the game should work fine with your gamepad.

Run x360 again and select Game Settings, then select all these:
COM - PIDVID - STOP - LL - SA - WT - 64 bit v9.1, v1.1, v1.2, v1.3, v1.4

I say that Winter Resort Simulator works great on: GeForce GTX 1080 Ti, Radeon RX Vega 64, GeForce GTX 980, Radeon R9 Fury
But the game also can be played decent with: GeForce GTX 1050 or Radeon RX 460
